The NPC you want to romance needs to have high approval of you based on your dialogue choices. Unfortunately, there is no way to check this, so the process is intuitive. When you visit Haven and later on, the Skyhold after completing a main quest, talk to the specific character. Ask about current events and personal matters, such as their place of origin. Agree with them and keep an eye on the available options. Occasionally, an option marked with a heart will appear, indicating the character’s interest in you (such an answer never negatively impacts approval).

Once the approval level is high enough, special dialogue options will appear. However, to progress from words to actions, you will need to do several favors for the character, such as completing tactical map operations and small quests in specific locations. It is worth noting that not all characters are open to a relationship if you are already involved with someone else. You can break up with the previous partner, but it will affect their support for you.
