Elex: How to Achieve Enforcer Rank with the Outlaws

Once you have joined the Outlaws faction in Elex (Desert Vultures quest), you will start off as a Runner. However, it’s possible to work your way up to Enforcer rank by completing certain tasks and speaking with William.

The following requirements must be fulfilled:

  1. Jax must be at level 15 or higher.
  2. Complete Collecting Protection Money for Rat or Blake (depending on your decision during the Tramp Confederacy quest).
  3. Complete Crazy Idea for Chloe.
  4. Complete Desecrated for Mad Bob.

Collecting Protection Money

To unlock this quest, speak with Rat or Blake in The Fort.

You must investigate a process of collecting fees from citizens in The Fort. Follow Burns, who is responsible for collecting Elexit from NPCs. Stand close to the people he interacts with to overhear their conversations. However, if you get too close, Burns will warn you and return to his duties. You must overhear three conversations and wait for Burns to take the collected money back to Rat/Blake.

Speak with Rat/Blake and decide how to proceed. You can either lie and say that Burns gave all Shards or paid extra with his own Elexit (not recommended), or tell the truth that Burns didn’t give all collected Shards. The quest will end here by default (200XP), except if you choose to tell the truth. In this case, you will owe Rat/Blake a favor and may be asked to kill Burns after he is sent outside of The Fort.

Crazy Idea

To unlock this quest, speak with Chloe in The Fort.

You need to bring Chloe 10 bottles of Strong Liquor to gain her support. Search for them in a military base east of Sandy Pines motel, being careful of mines and Ripper monsters. After collecting all 10 bottles (400XP), return to Chloe for 800XP and 75 Elexit. Don’t select the option to take over her business.

Desecrated

To unlock this quest, speak with Mad Bob in The Fort.


Your mission is to destroy the Clerics’ altars located in Tavar. Mad Bob will give you 3 explosive charges for this task. You can visit the altar locations in any order and interact with them to place the charges. One of the altars is guarded by a few Clerics, whom you must eliminate (each Cleric killed gives you 100XP). Once all charges are placed, return to Mad Bob for a reward of 200XP and 400 Elexit.

Becoming an Enforcer

Complete all the quests above and reach level 15 or higher to be eligible for promotion to Enforcer rank by William. You will receive 3000XP and gain access to new Enforcer armor elements from the Camp Master in the basement of Duke’s Bunker.
