Upon reading the note at Watcher’s Reach (M17,4a), you are tasked with killing a woman who has defected to the enemy’s side. To accomplish this, travel to the Eastern side of the map, where you will find a cave entrance (M17,4b). Your target can be found there, among a group of mercenaries guarding the entrance, and she will be easily recognizable due to her armor. Once you have defeated her, the quest will be completed successfully and you will also discover another warrant, a map, and the option to free prisoners.
