To unlock this quest, you need to find a note in the stable while Blackwall is absent. It becomes available after completing the main mission “Here Lies the Abyss”.

The quest-giver is located at (M12,18).


Letter in the stable

Once you finish the “Here Lies the Abyss” mission, visit Skyhold and then go to the stable. You will find a hidden letter there instead of Blackwall, unless you need to watch all his related cutscenes first. In that case, leave the location so that Blackwall can “disappear”.


Entrance to the prison in Val Royeaux

After reading the letter, a messenger will appear. Talk to him and go to Val Royeaux. You will see a large group of people gathered around the gallows on the main court. After a cutscene, go to the prison in the southern part beyond the gate, near the stairs. Talk to Blackwall there and then with Cullen. Now you can return to Skyhold and decide what to do with Blackwall.

Two operations are available: “Thom Rainier’s Fate” and “Rainier’s Release: An Alternative”. Regardless of which one you choose, both will result in Blackwall being brought to Skyhold for judgment. No matter the judgment, you will unlock the “The Consequences of Blackwall Lies” operation.
