Skyhold is the second primary headquarters for the Inquisition, and it remains so until the end of the game. The location is inaccessible at the game’s start and only becomes available as you progress through the storyline. 2) The hold is comprised of two levels. The upper level contains the war room, throne room, and garden, among other areas.
